Orchard Town Center Gets Recommendation From Joint Review Board

Another step has been taken in the process of making the proposed Orchard Town Center a reality.

A joint review board met on Monday, May 10 and voted to recommend the TIF District and Re-development Project to the Glen Carbon Village Board.  A public hearing on the project will be held at the village board’s June 8 meeting. A vote on the project itself will occur when the village board meets on June 22.

Representatives from eight local taxing districts were invited to the meeting but only five attended. The county, the fire district and the Lewis and Clark Taxing Jurisdiction were not there. Glen Carbon resident Greg Taylor was appointed community member at large and village administrator Jamie Bowden represented Glen Carbon. All present voted yes except the school district, which abstained, according to Bowden.

According to the motion passed, the joint review board recommended approval by the village board of the Glen Carbon Orchard Town Center TIF Development Plan and Redevelopment Project Area on the basis that they satisfy the plan requirements, the eligibility criteria found in Section 11-74.3 of the Tax Increment Allocation Development Act and the objectives of the act.
