Glen Carbon Man Charged In Masturbation Cases
On September 17th, 2021, at about 7:13am, the Edwardsville Police Department responded to a 911 call of a subject masturbating along the bike trail near the rear of the Edwardsville High School. Officers responded to the area and located a subject matching the description of the suspect. Officers called out to the suspect and he began running away from them. The suspect ran through a section of high weeds and brush before crossing Governor’s Parkway and running into the wood line. The subject then ran through several residential yards before he was captured by a member of the SIUE Police Department. When the subject was captured he was found to be in possession of substance that field tested positive for cocaine.
Upon capturing the suspect, he was identified as the suspect in a similar incident that occurred September 1st, 2021, in the 500 Block of North Street. During this incident, the victim stated the was walking down Main Street when the suspect approached her while he was masturbating. The suspect was captured on video surveillance, which assisted with his identification.

M/W, DOB: 02/06/77

Glen Carbon, Illinois
Theiss is a registered child sex offender in the State of Illinois.
On September 20th, 2021 the Madison County State’s Attorney’s office issued an Information on Theiss for the following offenses:
Count 1-Presence within a School Zone by a Child Sex Offender, a class 4 felony.
Count 2-Public Indecency, a class A misdemeanor.
Count 3-Presence within a School Zone by an Child Sex Offender, a class 4 felony.
Count 4-Public Indecency, a class A misdemeanor.
Count 5-Unlawful Possession of Controlled Substance, a class 4 felony.
Bond was set at $50,000. Theirs posted his bond and has been released.
