Glen OKs Final Plat, Plan For Orchard Town, Menards Site

The village of Glen Carbon approved the final area plan (the final plat) for Orchard Town Center and the final section plan (the site plan) for Menards at its Tuesday, October 12 board meeting.

The developer, Staenberg Group Inc. of St. Louis, has to obtain final approval of the traffic improvements by IDOT and are in the process of doing that, according to Village Administrator Jamie Bowden.

“Their next step is to sell the parcel to Menards,” he explained later. “The Village will look at harvesting some usable trees from the site.”

The Orchard Town Center development is an approved Planned Development Procedure that will consist of 14 lots within the combined 51.39-plus-acre parcel.

In other action the board approved:

  • a professional services agreement with Juneau Associates Inc. in the amount of $81,500 for Phase II of the Nickel Plate (Meridian Road) Interceptor Sewer Project. Phase 1 has been designed and easement acquisition has begun. Phase 2 will be designed as well, allowing for both phases to be constructed in 2022. This will eliminate three lift stations. In addition to design, Juneau will provide construction engineering as well as easement and permit acquisition and will prepare plans for the sanitary sewer from the Iron Mountain collection system and from the Hickory Hills Pump Station to the sewers currently under design.
  • authorizing participation in the Low Income Home Water Assistance Program with Madison County Community Development. The village will be able to refer Glen Carbon utility customers in  low-income households who pay a high proportion of household income for drinking water and wastewater services to a MCDD program to which they can apply for assistance. That program will provide funds to owners or operators of public water systems or treatment works to reduce arrearages and prevent disconnection or restore services.
  • appointing the following people to various committees for the term from October 12, 2021 to July 31, 2024: Megan Richardson to the Glen Committee and Allison Olden, Chelsea Hoelscher and Mandy Jones to the Community Events Committee.

The next village board meeting will be held on Tuesday, October 26 at 7 p.m. at Village Hall.
