Troy City Council approves 10 Water Service/Pre-Annexation agreements

TROY — The Troy City Council held ten hearings and approved the execution of 10 water service and pre-annexation agreements during its regularly scheduled meeting Monday at City Hall.
No one spoke during the public hearings. The following properties were approved for the water service and pre-annexation: 1 Matthew Allen Court, 15 Lake Drive, 11 David Drive St. Jacob, 23 David Drive St. Jacob, 81 West Lake Drive, 618 East Brentmoor Drive, 2306 Timber Ridge Road, 2407 Timber Creek St. Jacob, 7912 Collinsville Road and 9017 State Route 162.
Troy City Administrator Jay Keeven explained the pre-annexation agreements.
“If you are outside of the city limits, but you are requesting to have water from the City of Troy, we require a pre-annexation agreement,” Keeven said. “So in other words if we are going to provide this service to you, you have to agree that when your property is continuous to the city, you will annex into the city.”
There is not a set timeframe for the annexations as they are dependent on being continuous to the city.
“You may receive water from the city, but it might be five years from now before you are continuous to the city, so you won’t annex in, until you are actually continuous,” Keeven said. “There is a potential that you are already continuous to the city. So you have to annex in to receive water services.”
Keeven said that those who annex in also benefit from city in-town water rates, which are cheaper than out-of-town rates. He also explained how it works regarding those who have not been annexed in, but were on the city’s water before the annex ordinance came into effect.
“If you lived outside the city limits before this ordinance was enacted and you never sell your home, you are going to continue to be outside city limits,” Keeven said. “If you sell your home and the homeowner wants to remain connected to city water, then they have to sign the annexation agreement.”
Keeven spoke on why the city encourages people to annex in.
“Obviously if we are providing city service to them, we would like them to be a part of the city,” Keeven said. “We welcome people that want to annex that are continuous to us that are not getting water service. All of our motor fuel tax, all of our state income tax is based on per capita. So if we are providing service to you, we would like to receive the tax record from the state from the headcount of the folks that are living in the city.”
In Other Business:
- A public hearing regarding proposed Troy WWTP and Northern Interceptor Improvements will be held at 6 p.m. March 21 at City Hall.
- City hall will be closed on March 29 (Good Friday).
- The semi-annual review of closed season minutes will be conducted during the April 1 City Council meeting.
- The council approved $359,140 in Tourism grants for various entities.
- The council approved a resolution authorizing the mayor to execute an agreement for PE services with Oates Associates.
- The council approved a resolution authorizing execution of a service agreement with Homefield Energy (VISTRA) as recommended by the city’s consultant, Good Energy LP, for the supply of electricity for residential and small commercial retail customers who do not opt out of such a program.
- The council approved a resolution regarding acceptance of the 2024 official zoning map.
- The next regularly scheduled Troy City Council meeting is set for 6:30 p.m. April 1 at city hall.
