Troy Council Approves Extension of Boundary Line Agreement with Glen Carbon

TROY – The Troy City Council approved adopting an ordinance entering into an Extension of the Intergovernmental Cooperation Agreement Between the City of Troy and the Village of Glen Carbon during Monday’s regular meeting.
According to information provided by the City of Troy, this Boundary Line Agreement sets forth the current and future annexation boundaries for the City of Troy and the Village of Glen Carbon with respect to lands that are located in the unincorporated areas between the two municipalities. The extension is for an additional ten years and would end in 2034, if no other agreement/extension is made before.
“It is kind of a gentlemen’s agreement that we won’t incorporate above this line and you won’t incorporate below that line,” Troy City Administrator Jay Keeven said. “So as we grow we know what our footprint can be for the next 10 years.”
It was noted that Troy has had the same agreement with Glen Carbon at least since 2004. Keeven discussed the boundary line.
“It is the north boundary line, which pushes up north of the interstate and pass Formosa Road quite a bit, then it comes down to the south on the west side and then stops about where the school is, because everything on that side is Glen Carbon,” Keeven said, later adding, “With our growth pattern we probably won’t get there within the next 10 years to that line, but we hope to eventually grow more to the north.”
In Other Business:
- The council approved an ordinance authorizing the mayor to execute and the city to enter into a successor collective bargaining agreement with the Policemen’s Benevolent Labor Committee.
- The council approved an ordinance authorizing the mayor to execute and the city to enter into a successor collective bargaining agreement with the Department of Public Works and the International Association of Machinist and Aerospace Works, District No. 9.
- The council approved an ordinance authorizing the mayor to execute and the city to enter into a successor collective bargaining agreement with the Supervisory Unit of the Department of Public Works and the International Association of Machinist and Aerospace Works, District No. 9.
- The council approved an ordinance amending certain sections of Title III: Administration, Chapters 32 and 38 of the codified ordinance for Troy, regarding compensation for employees appointed to serve as the assistant to the mayor, as local liquor control commissioner and FOIA officer.
- The council approved an ordinance abating the tax hereto levied to pay the principal of and interest on general obligation bonds.
- Due to an incident that totaled a police vehicle at the end of April, the Troy City Council approved the Troy Police Department’s request for the purchase of an additional squad vehicle at $49,530.
- The next Planning Commission Meeting is set for 7 p.m. May 9 at City Hall.
- The next city council meeting is scheduled for 6:30 p.m. May 20.
