Troy City Council approves amended Dump Truck Bid

TROY — The Troy City Council approved a conditional bid tab for a class five chassis cab with dump bed (dump truck) during its most recent July meeting. 

The city received four bids including Victory Lane Ford ($125,639), Broadway Ford ($116,985), Lou Fusz ($114, 300) and Weber Ford ($118,495). The city was seeking a 2024 Ford F-550. 

Director of Public Works Rob Hancock said that the city had budgeted $90,000 for the truck. 

“I will take some blame for this, because I failed to adjust for no trade and prices have gone up,” Hancock said. 

Hancock said speaking with City Administrator Jay Keeven, they found two items in the water fund in capital items that they can adjust to make the difference up. 

“That is $10,000 in bell clamp joints and the remaining $18,000 for city garage maintenance upgrades,” Hancock said. “We got a little siding repaired down there, we have a contract to have it painted. We are ready to finish up with what we have scheduled… and that will leave us $18,000 remaining in that fund. It wouldn’t hit the general fund. It is money we have budgeted, we are just going to reallocate to purchase the truck. The garage repairs have come in under.” 

When asked, Hancock said that the city would not pay until it receives the truck. 

“I would expect the chassis to take six months at least,” Hancock said. 

While dollar wise Lou Fusz was noted as the lowest bidder, council members pointed out that there was no date given regarding delivery for that bid. It was noted that the city had run into a similar problem in the past where a vehicle took too long to be built/delivered and the price could no longer be guaranteed. The next lowest bid, Broadway Ford, had a delivery date listed for six to nine months for build with chassis in stock. 

“I am a little concerned, but the only reason the other bidders have dates is because they have chassis in stock already,” Hancock said. 

Hancock said that Lou Fusz would have to order a chassis. 

“You will see the second lowest bidder is Broadway Ford, it meets all of our specs and it is $2,600 more and it is in stock,” Hancock said. 

A motion was made by Council Member Troy Turner and approved by the council that the city would approach Lou Fusz for an instock date and if one could not be provided they would go to the next lowest responsible bidder. The amount is not to exceed $116,985.
