Mayor Nonn appoints Heather Stirling as new Troy councilperson

At the Aug. 18 city council meeting, Troy Mayor David Nonn appointed Heather M. Stirling to fill the seat vacated by Tony Manley last month. Manley, who is the Maryville Police Chief, stepped away to spend more time with his family.

She ran for a seat in this spring’s election against Elizabeth Hellrung. Stirling received 212 votes to Hellrung’s 226 votes. Stirling will be formally sworn in at the next council meeting; she did not attend the Aug. 18 meeting.

In other news, councilmen approved using funds from the city’s Downtown TIF Fund to help Triad School District pay to completely reconstruct and repave its administration building parking lot at 203 E. Throp St. The building is within the Troy Downtown TIF District. After some debate on an amount, consensus settled at $75,000. City Administrator Jay Keeven noted that the district did not specify any amount when it made the request. Someone else suggested asking the school district about using the administrative lot on evenings/weekends/holidays when extra parking is needed for downtown events, such as the First Friday gatherings. 

Finally, a resolution regarding a donation agreement between the city and Osborn Properties was approved, giving 2.09 acres in the Harvest Pointe development to the city. The city will use the land to build a stormwater retention pond, which will solve more than one problem in the area, city officials said.

The next Troy City Council meeting is Sept. 2 (note; it’s on a Tuesday due to Sept. 1 being Labor Day) at 6:30 p.m. at city hall, located at 116 E. Market St.
