Glen Carbon 2025 Tax Levy to rise by 4.47%

By Kathy Turner • The 2025 tax year will see a levy in Glen Carbon in the amount of $3,645,096. This represents a 4.47% increase. The actual rate for residents will not be determined until assessments are set by Madison County next spring.

The board also approved the final budget for the village’s 2025-26 fiscal year. There was an opportunity at the start of the meeting for public input with no responses. 

The budget for next year will include salary levels approved in the new contract with the village police officers and dispatchers. The new police contract includes a $4 per hour increase in base pay for police officers with increases of 4% each year. There is also a change in the contract that requires officers to live within a 50-mile radius of the village. 

The dispatchers’ contract approves a $3 per hour increase in base salary with the same 4% each year after. It also includes the requirement that dispatchers reside within 50 miles of the village.

Both contracts, along with an approved change in the village personnel handbook, officially identifies an additional holiday for employees. This is the step needed to bring the documents up-to-date to recognize Juneteenth as a paid holiday for employees and an official holiday for the village offices. 

The board approved a contract with Sikich CPA, LLC to provide audit services for the village. They were the only bid on the contract. Sikich was the auditor for the past several years. Normally that would require a new firm for the next contract term but, as the only bidder, they will just be required to utilize different personnel from their firm to conduct the audits.

Finally, the board acted on a change to village codes regarding fee structures. The first is an increase in the fine for failure to obtain required building permits. The village felt that the fees were low and that some were just violating because the cost to do so did not really impact the project. The fee will now be $500 per occurrence.

The board also approved a new schedule of fees in the village’s municipal code. The increases reflect the increased costs with the new trash contract and the new permitting increases previously addressed.

The board only meets once every December due to the second meeting’s occurrence on or near Christmas. The next meeting will be held on Tuesday, Jan. 13, 2026.
