McDougal’s Auto Repair request moves forward near Marine

by Randy Pierce • Supported through the first of two required steps and anticipated for final approval at the regular monthly meeting of the Madison County Board scheduled for March 18, a request for a special-use permit allowing the operation of an automotive service and repair business on Marine Road is processing toward its final stage.

Anthony David McDougal, a resident of Marine, plans to open the business at 2940 Marine Road, which is located south of Marine in an unincorporated area just south of Interstate 70, after first receiving approval in a public hearing setting before the Madison County Zoning Board of Appeals in late February, followed by the unanimous approval of the county board building and zoning committee earlier this month.

McDougal, who is owner of record of the location along with Terry McDougal, could not operate the business at this site without the special-use permit because the property is zoned agricultural. All of the repair work, described by the applicant as involving vehicles, small engines and lawn equipment, will take place inside an enclosed garage workshop.

Bobby Ross, the county board member representing the district where this business will open, said, during the building and zoning committee meeting, he had worked with the appropriate staff personnel to help McDougal procure the permit. 

Ross praised the assistance of building and zoning administrator Chris Doucleff and zoning coordinator Jen Hurley in facilitating the processing of the permit application.

“I think it’s going to be a good little location for him,” Ross said of McDougal’s business plans. “He’s got a beautiful piece of property kind of off the beaten path and will offer a nice little service to the community.”

When meeting with the ZBA, McDougal, who goes by the first name of David, said he intends to do all of the repair work with respect to “quiet time” by operating the business only between 8 a.m. and 5 p.m. on weekdays.

He also told the ZBA he has operated a similar business called McDougal’s Auto Repair on Schwarz Street in Edwardsville for close to 10 years. There was no opposition, verbal or in writing, from anyone near the Marine Road property to the special-use permit request.
