Glen Carbon Police Department staff changes focus of village board meeting

Village water rates to jump 12% in 2027, 2028

By Kathy Turner • The Glen Carbon Police Department was the topic of discussion at the opening of last Tuesday’s regular board meeting. The meeting opened with a special presentation for Lt. Ned Miller, who is retiring from the force. Senator Erika Harriss requested a special legislative award for Miller to recognize his 27 years with the department. He was presented with a certificate by Mayor Pro Tempore Ben Maliszewski.

Another Glen Carbon Police Officer was recognized with a meritorious service commendation. He received the award from Miller. In his work with the community, he has seized more than $650,000 worth of assets that were added to the department funds. 

Miller’s retirement left an opening as patrol lieutenant for the department. Sgt. Greg Boyer was promoted to the role of patrol lieutenant. He was sworn in on Tuesday by Maliszewski. Boyer has been with the Glen Carbon police department for 17 years and has been a detective since 2015.

In addition, Detective Leon Robinson was sworn into a new role as patrol sergeant. Robinson has been an officer with the department for eight years. He also served as a dispatcher and worked for some time with the Fairview Heights Police Department upon his graduation from SIUE.

In other business, the board approved a contract addendum with USG Water Solutions for water tank maintenance. This contracted maintenance will assist in extending the life of the water tanks. 

The board also approved the purchase of a Kubota Tractor for the public works department. Funds were included in a previously announced park enhancement program (PEP) grant for the parks. 

Deep Kleen and Maintenance, LLC was awarded the contract for painting of the Glen Carbon Heritage Museum. The contract is for $19,700 and work should start soon based on the museum director’s scheduling.

Finally, the board approved a 12% increase in both service and usage fees for water charges in the village. The increase will be effective Jan. 1, 2027, with another 12% increase on Jan. 1, 2028. These increases will help the village develop surplus funds for the upcoming water treatment plant construction. The surplus funds are a requirement for bond funding of the project. 

Residents are reminded that the “Glentennial” Glen Carbon Homecoming, the 100th homecoming in the village, will happen on June 19 and 20. Those interested can still register a float and/or entry for the parade, which starts at 5 p.m. on Saturday. Visit the village website for entry forms and/or vendor forms for the homecoming.

The next meeting of the board will be held on Tuesday, June 9 at 7 p.m.
