Troy City Council votes to retain Hancock’s services as contractor for 12 months

Editor • Troy’s City Council unanimously passed six resolutions at its June 1 meeting.
The first one authorized Mayor David Nonn to execute a memorandum of understanding (MOU) with the former public works director, Robert Hancock, who retired May 31.
Hancock worked for the city for 32 years and he has a vast and valuable institutional knowledge accumulated during his tenure that he is willing to share with Derek Alldredge, the new public works director for a year.
Hancock will assist Alldredge during the transition period. Examples of this assistance may include providing historical context regarding city operations; advising on department procedures, policies and ongoing projects; assisting in training new personnel; being routinely available for consultations, meetings, etc. as needed by city officials.
In consideration for these services in the MOU, Troy will pay for Hancock’s health insurance premiums and his wife for the year. No additional wages, salary or benefits shall be provided unless otherwise agreed to in writing.
Hancock shall act as an independent contract, not as a city employee. This MOU is not meant to construe as an employer-employee relationship, partnership or joint venture.
Second, was a resolution authorizing Nonn to execute a tax-increment financing (TIF) redevelopment agreement with Lylee Raye Investments, LLC for a new salon at 121 E. Market Street.
Next, were three resolutions that allowed Nonn and Troy to hire two summer interns and participate in the Madison County Employment and Training Department Workforce Innovation and Opportunity Act (WIOA) Youth/Adult Employment Enhancement Program Agreement. The pair will be responsible for scanning old maps and plats and other oversized documents into the city’s digital database.
Finally, the last resolution authorized Nonn to execute a joint funding agreement with IDOT regarding preliminary engineering for the Troy-O’Fallon Road shared-use path from Turtle Creek Drive to Meadowbrooke Drive.
The next city council meeting is June 15 at 6:30 p.m. in Troy City Hall, 116 E. Market Street.
