Glen Carbon Board Approves Extension of Meijer Site Plan

GLEN CARBON — The Glen Carbon Village Board on Tuesday, Sept. 24, approved an extension of the site plan for the Meijer store in Orchard Town Center.
The original approval is set to expire on Oct. 11 of this year. Because of mine remediation work, the site plan approval needed to be extended to cover the delay in the project start. The developers are working diligently to complete that remediation so that the project can move forward.
The Board also approved a resolution and a contract that will allow for 2025 work on two road projects in the Village. The contract is an addendum for improvements at the intersection of Illinois Route 157 and Heritage Crossing. It is for an increase of $124,000 and reimbursable costs for the structural geotechnical report and ten parcel appraisals. Both are requirements because of federal funding for the project.
The project will include curb and gutter with an enclosed storm sewer, the addition of a shared use path, extension of the existing box culvert and land acquisition services. The Village was given a federal grant in the amount of $1.2 toward the project with another $300,000 coming from the County. Estimated cost of the project is $2.2 million. The Village will use local funds for the balance. It is anticipated that bids for the project will be let in Spring 2025 with work beginning later in the year.
In addition, the Board passed a resolution for IDOT for the joint funding of the Cougar and Junction Drive improvement project. In addition to road improvements to both Village streets that includes complete milling and overlay, the project includes installation of an eight-foot-wide shared-use path on the south side of Junction Drive and the west side of Cougar drive, and four bus pads (two on Cougar near Hawthorne Animal Hospital and two on Junction near Bayberry Court).
It is anticipated that the bid letting for this project will also take place in Spring of 2025 with construction scheduled for summer of 2025. Funding for the project comes in the amount of $467,368 in grant funds, $116,842 from the county and the remainder of the $800,000 anticipated costs coming from the Village.
Finally, the Board approved a contract with Juneau Associates for $35,100 to provide groundwater aquifer modeling. This was requested by the Illinois Environmental Protection Agency. The modeling will be combined with the Source Water Protection Plan. Modeling is needed to determine the impact of the Village’s new wells on the aquifer. Completion of the document will provide additional points towards scoring of the loan program to be used for funding the water project.
The next meeting of the Village Board will be held on Tuesday, Oct. 8 at 7 p.m.
