Highland offering façade improvement assistance to local businesses

Reporter • The City of Highland is offering financial incentives to help local business owners improve the appearance of their commercial buildings through its Façade Improvement Program.

The program, open to properties in Business District A, offers matching grants covering up to 25% of eligible renovation costs, with a maximum of $10,000 per project. Projects must total at least $10,000. This year, $75,000 is available, and applications are considered on a first-come, first-served basis. Funding comes from a 1% sales tax in Business District A.

Director of Economic Development Mallord Hubbard said the program is important not only for commercial building owners but also for the enjoyment of city residents and visitors.

“We’ve received a ton of comments from folks who have complimented us on the aesthetics, and I think that’s a feather in our cap and really re-emphasizes that this facade program has been a huge benefit for our community,” he said.

Applicants must submit cost estimates. Hubbard reviews eligibility before forwarding applications to an incentive review committee. Final approval comes from the city council. Approved applicants must start work within 90 days and will be reimbursed after completion, city verification and receipt submission.

The program launched shortly after the pandemic to boost economic activity in the business district and combat disinvestment.

“It’s not a windfall but it might help business owners considering upgrades,” Hubbard said. “Their budgets are tight like everyone else’s, so this reimbursement may allow them to do additional work like painting, replacing doors or windows or updating signage.”

Eligible exterior repairs and improvements include changes to wall materials or paint; the addition of architectural features such as wall panels, faux columns and beams; or updated doors, windows, awnings, lighting and signage. Priority will be given to building areas directly visible from public streets.

The program does not cover interior work, routine maintenance, plumbing, HVAC, roof projects, parking lot repairs or residential properties.
