Troy Planning Commission amends fee schedule

Editor • Troy officials proposed an amendment to the city’s schedule of fees in which it would replace the current table in its ordinances and replace it with Chapter 37, Appendix A: Fee Schedule as the official fee schedule reference for administration and enforcement of the subdivision regulations.

This happened during a public hearing on June 11. The amendment is intended to consolidate and standardize fee references within the city code. Building and Zoning Director Ann Byrd explained how they arrived at this spot.

“When we did the update of the fees, we had these in there but we were asked by [City Attorney] Fred Keck to do them separately,” she began. “This is the planned development overlay [that] was changed in 2025; you guys did a whole planned development re-vamp. The allocation fees were not put back in, so we’re putting them back in. They were just overlooked.

“If [developers] can’t meet the guidelines, we have the option to allocate the fees to use for street improvements, planned capital improvements for the sewer plant or streetscaping.”

The city council passed a related ordinance on May 18. City Engineer Tom Cissell also explained the rationale for this update.

“Let’s say a proposed development is impossible due to topography; this would allow us as a city to collect money instead and build our own greenspace somewhere else,” he said. “It’s just another tool in the toolbox.”

The commissioners voted 6-0 to approve the amendment. The planning commission is a recommending body. The Troy City Council heard this recommendation at its June 15 meeting and made a final determination.
