Troy Planning Commission to correct, re-add city improvement fees

Editor • To correct a clerical error when an ordinance was approved in June 2025, the Troy Planning Commission held a public hearing on June 11 to discuss an amendment to the city’s planned development overlay.

The amendment would permit such monies to be allocated to designated public improvement accounts, including street improvements, sewer plant capital improvements and city enhancement or “streetscaping” improvements.

“When we did the fees, we established the fees. There were two areas that we would like to have updated but we were told to do it in a separate ordinance,” said Ann Byrd, building and zoning director.

“One of them is a table that refers to subdivision fees and the other one is a suggestion to refer to a table,” she explained. “Just refer to Chapter 37, Appendix A. Instead of putting the fees in each of the places in the ordinances, we tag it, ‘refer to the schedule’ that way, we can update it without finding it in other places.”

The commissioners approved the amendment 6-0. 

The planning commission is a recommending body. The Troy City Council heard this recommendation at its June 15 meeting and made a final determination.
